MPEG2 is the basis for nearly all currently running digital tv services. The official standard name is:

ISO/IEC 13818 - Generic coding of moving pictures and associated audio

It has been divided into several parts, each about for a different topic:

13818-1: Systems

This first part describes the syntax of the different tables and stream types that are used in MPEG2. 

13818-2: Video

Specifies the coded representation of video data and the decoding process required to reconstruct pictures.

13818-3: Audio

Specifies the coded representation of audio data.

13818-4: Compliance

Specifies how to determine the the characteristics of coded bitstreams and for testing compliance with the requirements stated in part 1-3

13818-5: Software

Contains some software examples for part 1-3

13818-6: Extensions for DSM-CC
13818-7: Advanced Audio Coding (AAC)
13818-8: ?
13818-9: Extensions for a real time interface for systems decoders
13818-10: Conformance testing for Digital Storage Media Command and Control (DSM-CC)

How to get the documents ?

Unfortunately the standards are not available free of charge. The ISO expects you to pay more than $150 per document. Searching the web or asking your friends for an (illegal) copy is definitely the cheaper solution if you just want to read a little bit.
